José Mejía Lequerica was born in Quito, Ecuador and he was one of the best deputies of the Cadiz Courts representing Quito and the Viceroyalty of New Granada. His wife was Manuela Espejo, sister of Eugenio Espejo (precursor of the Ecuadorian independence).

When he was in Cadiz, José Mejía Lequerica defended the rights and necessities of America and he also criticized the Inquisition through his brilliant discourses. Even though he died in Cadiz because of yellow fever, he will be remembered because of his strong defence of civil human rights and independence. Nowadays there is a high school in his honour in the capital city of Ecuador called National Institute Mejía.
